POSITION SUMMARY:

Responsible for establishing the Town’s technical and cybersecurity vision and leading all aspects of the Town’s technology development. Manages the Town’s technology resources and support facilities local, wireless, internet, telephone, and all related software programs. Plan, organize and control the Town’s day to day IT resource activities and collaborates with all important stakeholders. Ensure the Town’s IT environment is secure and stable, commensurate with the best interests of customers, employees, and the public. Develop and implement IT architecture strategies to accommodate current and future organizational needs. Sets the strategic direction for the Town and supervises and leads diverse staff to achieve organizational goals and objectives.

Chief architect of the technical roadmap that defines the strategy and standards associated with broadband/cable related technology including a compelling vision as to how broadband/cable will influence the future of the Town’s success. Guide and build a Broadband product to provides residential and commercial customer with the tools, skills, and connectivity to get online with a robust, fast, and resilient service. Focused on leading strategies for broadband/cable solutions (services, products, and education) that can help the Town become more successful in residential and commercial broadband/cable service offerings.

Diverse knowledge of all aspects of IT and broadband/cable technical operations with an ability to interface with all functional areas to create and implement the Town’s technical and produce roadmap.

There will be some flexibility to transition from a part time to a full-time position over a period of time if this is attractive to the right applicant.

DUTIES AND RESPONSIBILITIES

Information Technology Systems Management

  • Identify security threats, formulate strategies and methods to mitigate the threats
  • Develop a plan to effectively respond to cyber attacks
  • Responsible for the operation and security of all Town IT networks
  • Optimize and manage technology network in a manner that delivers high efficiency, resilience, and manages costs effectively
  • Develop and maintain overall framework of IT policies, standards, and strategies that will empower the Town to deliver on its strategy and budgets
  • Works closely with key decision makers in other departments to identify, recommend, and support cost-effective and secure technology solutions.
  • Develop long term plans to sustain and support the Town, anticipating the future trends
  • Manages a secure, modern, and resilient foundation of IT infrastructure including networks, servers, data centers, cloud operations, and end-user equipment
  • Improves the quality of government service delivery through the collection, analysis, and sharing of data, and the application of data to operations and business process design
  • Lead strategic insight and overview of justifications and analysis for IT spending and initiatives
  • Manage the streamlined operation of the IT department and provides vision and leadership for identifying and implementing information technology initiatives that align with the business operations.
  • Ensure total quality management through uniform processes and procedures

Broadband Cable Systems Management

  • Create and implement the technical roadmap which includes product offerings, network design, bandwidth planning, back office infrastructure, redundancy strategy, and correspondent service level agreements that ensure a compelling and highly reliable product to drive customer satisfaction
  • Create the strategy, overall design, and performance for all headend/hub facilities, backbone network, data transport and infrastructure serving bulk, residential, and commercial customer segments
  • Create and monitor technical service delivery architecture including optics, servers, routers, switches, telecommunication facilities, headend hub sites, backbone network elements, third party providers and network elements to ensure optimal stability and peak performance in support of current and future needs including growth and customer experience
  • Implement notification and escalation processes for all outages to ensure minimal customer impact and sufficient organizational notification of planned upgrades and outages
  • Develop the overall technical standards and strategy to insure optimum performance and protection of the broadband/cable plant to including but not limited to sweep and balance, noise mitigation, outage time resolution, power supply maintenance and catastrophic plant restorations
  • Negotiate and administer all programming contracts; maintain and ensure compliance with all FCC standards and regulations; prepare and maintain related records and documentation

Additional Position Responsibilities

  • Responsible for the creation, management and ongoing over-site of the department budget
  • Manages projects and department operations in compliance with capital and operational expense objectives, while maintaining high levels of performance and reliability
  • Motivates staff and provides technical direction and guidance, as well as hands-on project management, recognizing the role as that of both leader and support resource/mentor
  • Strong relationship management, strategy development, project management, problem solving and change management skills
  • Demonstrated strong oral and written communication skills at all levels of the organization including management, front line employees, constituents and customers 
  • Reports all injuries and unsafe conditions; promptly investigates accidents and completes required accident reports and first report of injury report
  • Actively supports a departmental safety program that will effectively reduce and control accidents; develops practical safety rules and procedures pertinent to the activities conducted by the department; maintains  safety inspections as appropriate; provides for adequate job training and continuing safety instructions to all employees in the department; takes corrective action for any unsafe condition that is observed which could adversely affect the safety of an employee or the general public; maintains an effective driver training program for drivers of town vehicles; wears the required personal protective equipment (PPE) including wearing seat belts when operating any town vehicle; budgets for, purchases, and replenishes safety equipment as required
  • Reinforces the Town’s commitment to the environment by responsible use of electricity, natural gas, fuel, paper, water and chemicals. 
Requirements

MINIMUM QUALIFICATIONS

Bachelor’s degree in related fields preferred and experience in direct industry commensurate with the position with at least five years in a management position, or an equivalent combination of education, training, and experience.  Firsthand knowledge in supervising software solutions. Demonstrated experience creating a technical roadmap, new product deployment, broadband/cable and telecommunications network architecture, IT electronic hardware, CPE, Headend, Cloud and Outside Plant operations.

Applicants will be required to undergo drug testing prior to employment and may be subject to further drug and alcohol testing throughout their employment. A full investigation of personal and employment background and credit report will be conducted as part of the Town’s employment decision.

Licenses/Certification(s)

Capable of acquiring a valid Colorado State Driver’s License is required.

A Driving record search will be conducted on all applicants prior to employment and will be subject to observation throughout their employment

Environmental Factors

Work is performed in both a standard office environment and outdoors with exposure to variable weather conditions and uneven terrain.
