FirstCare has established a Program Management Office (PMO) in the Information Technology Services organization to organize, coordinate and manage a variety of projects and enterprise technology and business initiatives. The Director, Project Management Office is responsible for the service delivery of this organizational function and development of key PMO deliverables.


• Responsible for providing consolidated project status against schedule and budget performance objectives.

• Provide, as directed, key policies, procedures and processes for effective PMO operations.

• Process owner for tracking distributed-project schedules, analyzing resource allocations and budgetary/capital commitments, and managing cross-product dependencies against Work Breakdown Structures.

• Responsible for identifying, analyzing, and summarizing project risks and associated dependencies, driving escalations and business cases through the PMO support structures and other key stakeholders.

• Responsible for reporting on specific project delivery performance metrics including weekly project status reports and dashboard.

• Participate in the development and implementation of a department budget.

• Mentor Project Managers and Business Analyst to develop business, technical and project management skills. This will be accomplished through one-on-one mentoring, training and development opportunities.

• Facilitate communication and team building.

• Interface with executives on project requirements, project status and conflict resolution.

• Assist FirstCare in meeting company and departmental objectives.

• Continue to mature and improve on the Project Management Lifecycle (PMLC).

• Remove barriers and constraints from the PMLC and delivery process.  


• Will have team of 7-9 direct reports.

• Full people management responsibilities including performance management, salary administration, staffing.

• Planning, assigning, and directing workloads of subordinate employees.

• Carries out supervisory responsibilities in accordance with the organization's policies, procedures, and applicable laws.

• Personnel issues to include evaluating of employee performance; administration of performance related issues; addressing of employee complaints; and resolving department employee relation issues as needed.

• Recruitment responsibilities to include interviewing, hiring, and training of new employees as needed.



• Bachelor’s degree from an accredited university and 5-10 years related experience

• Expertise with program and project management disciplines

• Ideally, 6 to 8 years of increasing program/project management experience

• Successful track record managing complex, cross-functional teams across all levels of the organization from individual contributors to Sr. Management

• Demonstrable leadership, consultative and relationship building abilities

• Strong analytical and quantitative skills (e.g., cost estimation, cost-benefit analysis, risk mitigation, and budget tracking); experience with scenario analysis statistical modeling highly desirable

• Technical project leadership experience

• Knowledge of Knowledge medical terminology. Knowledge and experience with provider contracts as well as HMO, PPO, POS, Medicaid, CHIP and Indemnity product designs

• Highly refined communication skills

• Plan, schedule and control experience

• Strong sense of leadership and client advocacy
