Capgemini Government Solutions (CGGS) LLC is seeking a highly motivated and experienced Detention Services Subject Matter Specialist to join our team in the Washington DC Metro area to support our government clients. You will work as part of a team helping to solve challenging issues by applying industry best practices and a variety of approaches. Candidates should have demonstrated experience in detention compliance and standards interpretation, detention administration, detention inspection, detention training, strong problem-solving abilities, and excellent interpersonal skills.

 

As a senior Detention Services Subject Matter Specialist, you will provide advisory services to the detention compliance offices within the DHS Immigration and Customs Enforcement (ICE) Agency. This includes assessing detention facilities against a diverse array of applicable standards, providing expert recommendations to leadership, analyzing reports and data, training government and contract staff and writing report. Detention experts are an essential part of our project teams, helping our clients design and implement effective solutions to deliver quality management and improve scope, services and systems of detention.

 

As a Detention Services Subject Matter Specialist you will:

  • Develop and implement standards and compliance training workshops, including classroom and detention facility based scenarios and training materials
  • Assist in training government and contract staff at various locations
  • Analyze, evaluate and recommend modification of detention policies and procedures to promote humane conditions of confinement
  • Conduct on-site analysis, evaluation and quality assurance reviews at detention sites to assess the effectiveness of detention operations
  • Provide out-briefs from detention site assessments that include recommendations for actionable reviews and responsive, comprehensive strategies
  • Perform analysis of reports and records concerning detention oversight including review status, ability to meet ICE requirements, detention performance/progress and work product delivery schedules
  • Work with ICE headquarters staff, field office staff and contract facility staff as assigned
  • Cooperate with detention and/or contracting officials in the resolution of problems that cross organizational lines in order to provide efficient reciprocity of services
  • Use strong communications skills to interact with team members and clients on a daily basis Engage in critical problem solving
  • Create timely and accurate documentation for all work products
  • Submit related contract support and company reports as required

 

Basic Qualifications

  • U.S. Citizenship is required
  • Eligibility for DHS security clearance
  • Bachelor’s degree completed
  • Ability to travel regularly
  • Flexible work schedule, including nights and weekends
  • Strong record of leadership, especially in a detention oversight capacity
  • Proficiency in Microsoft Office (PowerPoint, Word, Outlook)
  • Ability to work collaboratively in a team environment with people at all levels in an organization
  • Outstanding oral and written communication skills, to include the ability to communicate complex concepts effectively
  • Exceptional time management skills and ability to multi-task and stay organized in a dynamic work environment, to include flexibility and creativity
  • Minimum of 10 years work experience in the following areas:
    • State or federal detention services and security operations
    • ICE Detention Standards, specifically the National Detention Standards (NDS) and the Performance
    • Based National Detention Standards (PBNDS) 2008 and 2011
    • Detecting deficient detention operations against applicable detention standards
    • Detention contracts and inter-agency agreements, including agreements with local jails, the US Marshalls Service (USMS) and Bureau of Prisons (BOP)
    • Interpreting and providing corrective strategies on Office of the Inspector General (OIG) and congressional reports
    • Detention policies, regulations and procedures, including familiarity with Use of Force (UOF), Prison Rape Elimination Act (PREA) and Sexual Abuse and Assault Prevention and Intervention (SAAPPI)
