Description Capgemini Government Solutions is searching for a Senior Budget and Financial Analyst to join our team in the DC metro area. Our team seeks a budget and financial analyst to support federal agencies in planning, oversight, management, of budget formulation, execution and reporting. Successful candidates must be able to work independently in support of senior federal executives to include direct support to agency CFOs. Responsiblities include the full complement of budgetary functions, including formulation of formal budget requests, budget presentations, and budget execution models. Key responsibilities also include analytical duties connected with the review, justification, presentation, and execution of budgets; review, analysis, and interpretation of appropriations language, executive orders, and OMB circulars, bulletins and memoranda; as well as developing cost-benefit analyses, internal budget processes and procedures and briefing executive clients.

•Master’s degree from an accredited College/University in Business Administration, Economics, Public Policy/Affairs, and or related fields, with a minimum of six years of relevant experience (strong government budgeting background with ability to understand methodologies and processes from a policy viewpoint)
•At least six years professional direct consulting experience in Federal Defense or Civilian markets
•Demonstrated ability across multiple client organizations supporting Federal CIO requirements, governance processes and requirements pertaining to OMB Circular A-11
•Exceptional demonstrated experience in government budget and financial management, focusing on Federal financial reporting and/or auditing in accordance with Office of Management & Budget (OMB) guidance, Federal Accounting Standards Advisory Board (FASAB) standards, and Government Accountability Office (GAO)
• Ability to review existing client internal and external governance procedures, provide support for developing methods to track compliance with the Governance processes, including documenting decisions, and progress made towards action items resulting from Governance decisions
•Exceptional analytic skills with the demonstrated ability to take complex client and vendor concepts and articulate them to audiences of varying perception levels
•Must have demonstrated ability supporting complex budget and financial models in a variety of tools (e.g. Excel) and used other financial analysis tools in diverse federal government environments
•Exceptional verbal and written communication skills; expertise in setting and managing customer expectations, to include executive-level clients
•Significant experience interacting with and presenting to government customer leadership Advanced Excel skills, strong PowerPoint skills, prior experience with OMB Circular A-11
