The Asia Foundation is seeking a Program Officer for its San Francisco office’s Technology Programs unit. The Technology Programs team seeks to advance the Foundation’s mission through innovative programs addressing the future of work, online misinformation, the platform economy, cybersecurity, digital literacy, and other emerging trends and challenges. As a Program Officer, you will take a hands-on role designing and growing these programs, together with a team of leaders, policy experts, and technologists from across the Foundation’s 18 offices in Asia. You will build and cultivate partnerships with tech companies, academia, and other tech policy groups, with opportunities to travel abroad for events and programs. You will work directly with our partners in Asia, Latin America, Europe, and the United States, including international donor agencies and multilateral organizations (APEC, ASEAN, DFAT, DFID, ILO), global tech companies (Google, Microsoft), private sector donors, and local developer networks.


The Program Officer’s primary roles and responsibilities will include working with team members and field offices to implement technology for development projects across The Asia Foundation's portfolio of governance, economic reform and development, environment, conflict, and women's empowerment work in Asia and the Pacific. In addition, the Program Officer will support the Senior Director and Senior Program Officer in a broad effort to engage partners, the public, and prospective public and private sector donors on issues of relevance to the Foundation. The position presents numerous opportunities for professional and leadership development to qualified, motivated, and creative applicants.

The Program Officer will:

● Help build and manage The Asia Foundation’s technology-focused programs.

● Strengthen the Foundation’s reputation as a nexus for innovative research, thought leadership, policy advice, and technical assistance on the role of technology in facilitating:

a. inclusive growth;

b. expanded women’s safety, security, and rights;

c. greater environmental security in the region;

d. the promotion of quality governance and more livable cities.

● Collaborate with Asia Foundation field offices and program units to shape and support a strategy for the Foundation’s approach to tech for development topics.

● Develop and implement multi-year and annual operating plans and partner with other units and Field Offices at the Foundation.

● Represent The Asia Foundation as a spokesperson on technology issues with government leaders, civil society, the media, and Asia’s citizens.

● Network, establish and maintain partnerships with industry, academia, civil society organizations, government, and other key stakeholders/influencers, including tech or tech policy centers working in relevant areas.

● Seek grants and other sources of funding.



Minimum three to five years of progressively responsible professional experience, or the equivalent, in international development or technology for development organizations in Asia with private, public, bilateral or multilateral development institutions and/or non-profit organizations. Experience developing proposals for major public sector RFPs and/or supporting private sector fundraising initiatives. Experience designing and implementing “ICT for Development” initiatives with Asia, Africa, or Latin America-focused development organizations. Demonstrated ability to generate innovative and strategic messaging and communication materials – particularly web-based and social media content.


Master’s degree in a technology, business, or international development field.

Other Skills:

The Program Officer should be well versed in the impact and application of ICTs in the international development process and possess the knowledge and skills necessary to support the effective planning, design, implementation, and management of ICT4D initiatives in the context of Asia’s development.

The candidate should possess:

● Technical expertise and in-depth understanding of contemporary ICT4D topics with special emphasis on one or more of the following areas: mobile tools and mobile development; data science and data visualization; business environment for technology and innovation; cybersecurity policy and practice;

● Experience working closely with engineering teams to support the technical and/or functional design, build, testing, and launch of technology applications;

● Outstanding representational skills and ability to translate complex technical principles into simple terms in both verbal and written forms for external visibility-raising purposes;

● Ability to effectively convert conceptual ICT4D project ideas into compelling and tailored program proposals for targeted, prospective donor audiences;

● Proficiency in one or more Asian languages, software programming abilities, or experience living and working in Asia would be a plus.
