The Asia Foundation’s Afghanistan Office in Kabul is seeking a Deputy Country Representative. Under the direction and leadership of the Country Representative (CR), the Deputy Country Representative (DCR) provides organizational support and is responsible for assisting the CR in managing the Foundation’s work in Afghanistan, which pursuant to the CR’s request may include administration, fiscal and grant management, and security; the direction, supervision, and evaluation of employees, and the design, implementation, monitoring, evaluation and reporting of program activities as assigned. The DCR also assists the CR in representing TAF with the host government, donors, partner agencies, diplomatic missions, national and international institutions, and the media. The DCR will be part of the “Office of the Country Representative” (OCR) leadership team and as such will participate in all activities related to the OCR: strategic planning, budgeting, crisis management, government/donor relations, and representation as required.

The DCR is expected to:

• Provide oversight and collaborative support to our Program Directors and Program Managers at the Foundation’s Afghanistan office on all issues related to the smooth operation and implementation of their projects.
• As required, meet regularly with the Program Directors to collaboratively:
o Review progress against project schedules and plans
o Review progress on deliverables
o Review budget status
o Review and provide guidance on programmatic issues and risks as needed
o Assist with managing donor relationships
• As requested, provide oversight and collaborative support to the Program Directors related to the development of new programs, concepts and proposals.

• Provide thought leadership and strategic direction to our programming, specifically in the areas of education, women’s empowerment, survey and research, governance and law, and regional cooperation.


REQUIRED QUALIFICATIONS

Experience
Minimum 12-15 years of progressively responsible professional experience, or the equivalent, in international development or foreign affairs in Asia with private, public, bilateral or multilateral development institutions and non-profit organizations. Experience in proposal development and report reviews, financial and grants management and budget control, strategic planning, fundraising and managing complex donor-funded projects. Expertise in one or more of the Foundation’s programmatic areas, including women’s empowerment, governance and law, regional cooperation, education and survey/quantitative policy research through programmatic work, especially capacity development. Knowledge of and professional experience in Afghanistan.

Education
Master’s in relevant fields, including: political science, international affairs, education, law, development, quantitative disciplines, etc.

Skills
Strong program management, teambuilding, representational and diplomatic skills. Ability to maintain strategic focus while supervising a large and complex program funded by multiple donors. Demonstrated management skills and experience in the supervision and/or support of multi-national and multi-disciplinary staff teams; strong analytical and problem-solving skills; excellent verbal and written communication skills, including public speaking experience; proven interpersonal and intercultural skills, including flexibility and sensitivity.

Preferred
Background or technical proficiency in one or more of the following fields: political science, law, social sciences, public policy, public administration, international relations, economics, foreign affairs and Asian Studies.
