The Asia Foundation is seeking a Director of Gender Equality Programs for its office in Ulaanbaatar, Mongolia. The Director is a senior position, overseeing programs and operations funded by public and private donors, and supporting the Country Representative in the overall management of the office. The Director will be primarily focused on developing, overseeing and managing the Foundation’s portfolio of gender equality programming in Mongolia. This includes a diverse set of current programs currently focused on women’s economic empowerment and entrepreneurship, anti-trafficking in persons, LGBTI rights and girls education. There will be significant scope to develop the program in new and creative directions based on the context and needs of Mongolia, and in close coordination with local stakeholders. The Mongolia office strives to work in collaborative and cross-sector ways, so the Director will also engage with and advise on programs focused on good governance, urban governance, the environment, economic growth and international relations. The Director will also periodically assist the Country Representative in representing The Asia Foundation with the Mongolian government, public sector institutions, civil society partners, donors, diplomatic missions, the private sector, and media. In addition support for the administration of the office, including serving as Officer in Charge when the Country Representative is out of office, will be included in this position. This Director position is based in Ulaanbaatar and reports to the Country Representative/Mongolia.


• Minimum 7 years of progressively responsible professional experience in managing international development programs, staff, or teams, preferably in Asia – preferably with private, public, bilateral or multilateral development institutions and/or non-profit organizations

• Strong understanding of and experience with gender equality programming in Asian contexts.

• Proven record of fundraising from diverse funding sources (including experience in proposal writing, managing proposal teams, etc.)

• Program management skills and experience, including designing new programs,
establishing monitoring and reporting systems, ensuring compliance with donor regulations, coordinating across multiple programs, and identifying solutions to implementation challenges

• Experience working in complex political environments

• Excellent financial management skills including effective budget oversight

• Good representational and diplomatic skills

• Demonstrable decision-making capacity and good judgment

• Effective interpersonal skills

• Strong analytical and problem-solving skills, including creative thinking

• Excellent English-language written communication skills, including proposal writing, report editing, and public interest/media stories; preferably experience in strategic communications

• Graduate degree in a relevant field

Preferred (but not required)

• Knowledge of Mongolia and understanding of the political, economic, and donor landscape is an advantage.

• Mongolian language skills are considered an advantage.

• Experience in scoping, forging, and implementing strategic partnerships with the private sector, foundations, and/or universities based on a shared-value model.

• Proven skills in research, analysis and writing.
