Title Manager Subcontract Administration

Description This role is responsible for leading subcontract administration and management with a focus on preparing and negotiating agreements (e.g. NDAs, teaming agreements, subcontract agreements), reviewing prime contract requirements in order to develop appropriate subcontractor flow-downs, identify proposal subcontracting compliance elements to ensure requirements are adequately addressed and conducting sourcing & negotiations with subcontractors. The individual will be responsible for day to day subcontract administrative duties to include issuance of new subcontracts, modifications, coordinating the issuance of purchase orders, resolving subcontract at-risk and funding issues, evaluating performance issues and maintaining subcontractor file documentation to ensure compliance to CPSR and SOX requirements. The selected candidate will have a general understanding of the federal division business and an appreciation of the financial/analytical issues of profit and loss. Responsibilities also include managing, supervising, planning and organizing the activities of the subcontract administration staff.

A primary objective will be to work collaboratively with internal business leaders (e.g. Contract Administrators, Project Control Analysts, etc.) on pre & Post-award subcontracting actions in order to capture business requirements, provide market analysis, and develop sourcing strategies & plans to deliver best in class value to the organization.

ESSENTIAL FUNCTIONS:
• Lead the subcontractor administration function.
• Supervise, develop and manage staff goals and objectives.
• Build strong relationships with internal business owners to understand prime contract requirements and develop subcontracting plans.
• Lead sourcing projects to support subcontracting needs
• Use a risk-based approach to developing sourcing strategies and negotiating contract language
• Support the due diligence and evaluation process for new potential subcontractors
• Prepares subcontracting agreements and related documents, including facilitation and/or support of negotiations and execution of contact documents
• Obtains proper approvals from Legal, Compliance, IT, Security, the requesting business area and any other internal stakeholders as may be warranted for each contract
• Proactively monitors and manages expiring contracts to ensure a lapse in contract coverage does not occur
• Builds and maintains external vendor relationships for key subcontractors.
• Provide input to Strategic Sourcing policies and procedures.
Requirements Minimum Qualifications:
Eduation
• BA/BS Degree in Business Administration
• MA/MS/MBA in Supply Chain Management preferred

Work Experience
• 5+ years of relevant experience in procurement and subcontract administration with contractors to the federal government.
• Knowledge of Federal Acquisition Regulations (FAR), GSA Schedules and IDIQ vehicles

Licenses/Certifications
• CPSM - Certified Professional in Supply Chain Management preferred
• C.P.M. (Certified Purchasing Manager) preferred
