Description Roles/Responsibilities: Provides supervision and management of the contractor work force supporting the ARNG GSEP and Transition Counselors program, including a team of Reserve Component Career Counselors (RCCCs) located at multiple Army installations. Serves as the single point of contact, strategic partner, and consultant for the ARNG Program Office, coordinating with the COR-RA as needed on contract matters. Plans, executes, monitors and controls contract service delivery with focus on compliance, including timely and accurate submission of deliverables. Serves as subject matter expert in assisting the ARNG to interpret and implement policies issued by Army retention policy proponents, and implements the contractor Quality Control (QC) program. Verifies that all contractor employees meet security eligibility and position qualification requirements for assigned position categories, and ensures that all contractors obtain required RCTC training and complete all Government-mandated training. Relies on extensive experience and judgment to plan and accomplish program goals and objectives. Reviews contract execution to identify problems and ensure that the Government is provided timely notification of funding or execution related issues. Tracks GSEP and non-GSEP conversion data to include eligible population at all places of performance, pending appointments, appointments conducted, enlistment/transfer packets completed, enlistment/transfer packets confirmed, enlistment/transfer packets shipped and packet cancellations. Coordinates and conducts bi-weekly program In-Progress Reviews (IPRs) and prepares a monthly report of all ARNG GSEP accessions. Analyzes GSEP processes and operations, recommends process and operational changes to the COR-RA for approval, and drafts a Standard Operating Procedure (SOP) for the GSEP program.
Requirements Requirements: Bachelor’s degree from an accredited school and four (4) years of experience in managing related recruiting programs. Must have one year of PM, or 2 years of DPM experience or documented substitutable experience in recruiting, retention, or attrition management. Exceptional customer service, analytical thinking, and problem-solving skills. Strong program development and management experience required. Limited travel required to military installations (10-15%).
