Description DL Specialists will have a minimum of six years of robust training experience to include the application of instructional systems design (ISD), execution of job task analyses, design and development of training curricula, course materials, training evaluation systems and instruments, and instructing/facilitating classroom training for adult learners.

Requirements The DL Specialist will have experience as a distance learning coordinator or education technician (at a minimum) or experience as a distance learning specialist or distance education developer (preferred). Three years of experience working with the military is also preferred (but not required).

The DL Specialist has expert analytical, communication, and research skills, and a successful track record of creating engaging course materials for both classroom and online instruction. The DL Specialist must be familiar with the Blackboard Learning Management System 9.1 and all Microsoft Office products, including SharePoint, and is proficient with Outlook, Word, Excel, Publisher, and PowerPoint. The DL Specialist shall also have a working knowledge of software authoring tools (Captivate, Articulate, Presenter or Moodle), and familiarity with the ADDIE model and Kirkpatrick's approach to learning and training evaluation and experience working with adult learners.

The DL Specialist has earned an advanced training certificate (this is a generic name) from a recognized training organization or an accredited college or university or has a bachelor’s degree in Instructional Systems Design or related discipline.

DL specialists shall focus primarily on delivering training to WTU Cadre and Staff; however, training can include Soldiers in the WTU and Families. DL specialists shall act as a training policy developer/advisor on long-range planning, policies, and procedures relating to the core functions of all training programs and initiatives (face-to-face and distance learning). DL specialists shall design and implement synchronous and asynchronous courses using current multimedia e-learning supportive tools. Distance learning specialists shall deliver instruction via Blackboard Learn 9.1 and Adobe Connect (or similar systems). DL specialists shall provide support for geographically displaced professional adult learners. DL specialists shall facilitate the development and modification of learning products, to include presentation slides, instructor and learner guides, quick reference materials, tutorials, interactive exercises, and webinars/podcasts. DL specialists shall monitor, review, and evaluate the effectiveness and usability of learning products, as well as plan, develop and conduct training classes and workshops.

- Physical requirements can typically be characterized as active: Lifting, bending, sitting on the floor, climbing may be required in the position. Requires lifting or moving various pieces of equipment, maximum 40 lbs. Position may require work on hands and knees to conduct program activities.
