Description Armed Forces Services Corporation is looking for a Lactation Consultant to support The Food and Drug Administration (FDA), Quality of Work Life Programs. This program will enhance the quality of work for returning new mothers. The FDA is a workplace that shows their support to employees who are devoted to their families to include nursing mothers who want to continue to breastfeed after they return to the office.


Public Law 107-67 was enacted on November 12, 2001, and Sec. 631 therein states: “Notwithstanding any other provision of law, a woman may breastfeed her child at any location in a Federal building or on Federal property, if the woman and her child are otherwise authorized to be present at the location.”

Many corporations and the Federal Agencies are offering Nursing Mothers Programs to working mothers who return to the job after being on leave for the birth of a child. The programs consist of the use of lactation consultants to advise and consult with the new mothers. The Office of Personnel Management (OPM) has provided guidance on establishing a Nursing Mother’s Program.


Provide a lactation consultant to FDA employees at all FDA locations nationwide. The Contractor shall provide both in-person and telephonic consultation services, seminars, breast pumps and support services to FDA employees who are new mothers.
Requirements Lactation Consultant Qualifications:

Lactation Board-Certified Lactation Consultant with at least five (5) years lactation consultant experience.

Specific Activity:

Provide the following services:

1) In-person consultation at the FDA White Oak Campus to support mothers concerning the establishment and maintenance of breastfeeding.
2) Telephonic consultation for all of FDA field and headquarters locations, supporting new families and their infants, to include mothers on maternity leave at a maximum of 15 hours for the year for both in-person and telephonic consultations.
3) Monthly hour-long lunch time seminars concerning breastfeeding, prenatal
or other maternal-child health issue. Seminars shall be conducted at the White Oak Campus, located at 10903 New Hampshire Ave, Silver Spring, MD.
