Short Description
Works as the Regional Lead of both the Army NPSP and DAVA Programs at Joint Base Lewis-McChord (JBLM), while working closely with the AFSC Headquarters Management Team.

DAVA Responsibilities:
• Assist in victim support services for Domestic Abuse within the designated region, coordinating and overseeing local implementation and execution of the Victim Advocacy Program.
• Responsible for conducting periodic reviews and analysis of program operation, training, developing and implementing back up/contingency plans to ensure service delivery during times when positions are vacant.
• Responsible for ensuring that reports and data calls meet deadlines and suspense.
• Serves as point of contact for installation victim advocacy services and acts as a liaison with the Family Advocacy Program Manager (FAPM) to ensure that comprehensive victim services are provided through a coordinated community response to domestic abuse.
• Works under the technical oversight of the Family Advocacy Program Manager (FAPM), coordinates VA on-call roster.
• Work is scheduled on a flexible 40-hour work week, which is responsive to victim needs. Normal hours are 8:00 to 4:30 Monday through Friday. Must be available for on-call after-hours coverage on a 24/7 basis.
• Will work with FAPM or Army Community Service Director to develop a SOP that establishes a coordinated after-hours coverage for “on-call” to ensure services are provided on a 24/7 basis.
• Oversee local implementation and coordination of the Victim Advocate Program.
• Collaborate with the installation VAs to ensure that domestic abuse awareness, prevention, training, and victim advocacy/support services are implemented according to Army policy.
• Ensure that victim advocate services in the region are available 24/7.
• Provide coverage for VA duties as needed.
• Assist with developing information packets, victim handbooks and similar resources for victims of domestic abuse.
• Ensure all documents and case records are maintained in a confidential and secure manner in accordance with the Freedom of Information and Privacy Act and applicable regulatory guidance.

NPSP Responsibilities:

NPSP Regional Leads are also Home Visitors who are supportive and caring LCSWs, LMFTs and RNs Visitors who have extensive experience working with Families and young children and are sensitive to the unique challenges faced by military Families. Home Visitors provide comprehensive services to support high-quality parenting in Families with expecting parents and children from birth to age three. They play a critical role in safeguarding early childhood experiences and fostering family resilience. The NPSP program provides regular opportunities to receive information and support including parenting classes and seminars, infant first-aid classes, play-groups and assistance with referrals to community services. Intensive home visitation services are also provided for Families that show risk factors for potential maltreatment.

• Provide supervisory oversight to NPSP Site Managers assigned to their respective region.
• Oversee local implementation and coordination of the New Parent Support Program within respective region.
• Track case reporting and monthly reporting through Army and IMCOM approved databases. Ensure that case records and reports are completed in accordance with regulatory and policy guidance. Ascertain that all documentation and case records are maintained in a confidential and secure manner.
• Track implementation of the New Parent Support Program curricula and fulfillment of required training throughout region and provide this information as directed.
• Publish military/civilian resource charts unique to each installation’s area of protocol and distribute to New Parent Support Program staff within region.
• Develop relationships with local community and military installation officials and organizations that can maximize NSPS effectiveness.
• Provide communication and information to coordinate with on and off-post/non-Army civilian agencies regarding updated information on the New Parent Support Program.
• Analyze work operations for the region and suggest alternative methods of staffing.
• Assist with developing information packets, handbooks and similar resources for New Parent Support Program.
• Collect quarterly review data, client feedback questionnaires, training evaluations, program awareness and program effectiveness feedback, and provide this information as directed.
• Ensure all documents and case records are maintained in a confidential and secure manner in accordance with the Freedom of Information and Privacy Act and applicable regulatory guidance.
• Participate in developing and implementing performance outcome measures and program evaluation tools to measure program effectiveness and provide input into monthly, annual, and quarterly reports.
• Participate in monthly conference calls and annual training events.
• Provide effective, timely and confidential services for Families who have been assessed as being at risk for child maltreatment and/or Family violence.
• Identify and report suspected child abuse and neglect and domestic abuse.
• Assess developmental milestones and referral procedures for indicators of special needs or developmental delays.
• Assess and strengthen adaptation to parenthood.
• Assess and strengthen parental capacity for problem-solving, building and sustaining trusting relationships, and seeking help when necessary.
• Promote developmentally appropriate parenting skills and disciplinary techniques, and parent and child communication skills.
• Facilitate informal and formal community networks to build positive relationships and reduce social isolation.
• Utilize community-based services and formal and informal community networks to provide concrete support for Families who may be in crisis.
• Utilize methods for screening for, assessing, and addressing protective and risk factors associated with child abuse and neglect using a strengths-based Family centered developmental approach.
Requirements Qualifications:
• Regional Leads must have at least five (5) years of direct work experience in child abuse or domestic abuse, or maternal or child health or medical social work.
• Licensed Clinical Social Workers (LCSW) must possess a current, valid, unrestricted clinical license and a master’s degree in Social Work to practice social work independently.
• Licensed Marriage and Family Therapists (LMFT) must possess a current, valid, unrestricted clinical license and a master’s degree in Social Work to practice social work independently.
• Registered Nurses must have at least a bachelor’s degree in nursing, a current unrestricted license in one of the States or U.S. territories, and at least five (5) years of direct work experience with child abuse or domestic abuse, maternal or child health, public/community health, or mental health.
• Must be able to travel and provide coverage for Site Leads and Home Visitor duties as needed.
• Must be able to provide Victim Advocate services as needed.
• Must have home visitation experience.
• Must have experience working with victims of Domestic Abuse.
• Must complete and update criminal history background checks.
• Must have a valid driver’s license, auto insurance and ability to operate a motor vehicle.
• Must have working knowledge of basic computer skills and be able to use Microsoft Word, Power Point, and Excel programs.

Desired Qualifications:
• Professionally-related experience working with military families.
• Supervisory experience over large geographic areas highly desired.
• Ability to communicate effectively, both orally and in writing and possess strong interpersonal communication skills necessary to relate to families (parents and children) from varied backgrounds.
• Strong organizational skills.
• Facilitate individuals and small groups.
